EMBARGOED! EXECUTIVE COUNCIL RULES AND ROLES FOR NOMINATIONS

A. Details, Deadlines and Rules for the Nomination of Embargoed! Executive Council Members
1. The information set out below describes the eight roles that will form the new Embargoed! Executive Council.
2. These positions will be voted on at the forthcoming Embargoed! Annual General Meeting. In the event of only one person standing unopposed for any given position, there will be no election for this post and the person nominated will be automatically returned as an elected officer.
3. Each position is open to full members of Embargoed!
4. Each elected officer will serve for a period of 12 months, after which point the Executive Council will be dissolved and new elections held. Officers may stand for a further term or apply for a new position at this time.
5. The elected member of the Executive Council are duty bound to promote the objects of the Association and also agree to accept the powers and obligation of the Association as set out in Embargoed!’s Constitution.
6. Elected members of the Executive Council will commence office within two weeks after the conclusion of the AGM.
7. The minimum age for eligibility to serve on the Executive Council is 18 years.
8. The deadline for nominations is 6pm, Monday 22 October 2007. Nominations received after this deadline will be ruled invalid.
9. The member’s nomination must include a short description about why s/he believes they are suitable for that role and their application be seconded by two other Embargoed! members.
10. Please note that the candidate’s description on their suitability will be circulated to proxy members and also made available to those present at the AGM. For that reason, the descriptions must not exceed 350 words. Any applications that exceed this word limit will have the text after the 350th word removed.
11. Please complete the second part of the attached Member Response Form and post/email this to Embargoed! by the nomination deadline date.
B. Embargoed! Executive Council Roles
1. CHAIRPERSON
The Chairperson is the face of The Association, representing it at public activities and ultimately being responsible for its actions within the scope of the Embargoed! Constitution. S/he participates in sustaining and furthering the vision, values and ethics of the organisation and communicating these to the members of the committee, as well as to the wider membership. This person also takes part in devising and coordinating policies and overseeing the work carried out by the members of the Committee.
The Chairperson shall be responsible for the conduct of all general and Executive Council meetings and the Annual General Meeting (AGM). For each of these meetings except the AGM, s/he shall have a normal voting right. In the case of equality of votes, the Chairperson shall have second or casting vote.
Skills
• Good leadership and management skills that include: leading the Executive Committee and the organisation, delegating tasks, project management and problem solving.
• Ability to strategically plan organisational activities and ensure Embargoed! is a successful organisation.
• Excellent verbal/written English communications skills and ideally also in Turkish.
• Good interpersonal and negotiating skills.
• Ability to be diplomatic and assertive without being authoritarian.
• Knowledgeable about the Cyprus Question and current affairs, and the workings of the relevant political systems and advocacy groups, such as United Kingdom Government, European Union, Amnesty International etc.
• Ability to extend the reach of Embargoed! by building and maintaining relationships with target groups and individuals.
• Must be London-based.
• Computer literacy (Microsoft Office, internet) and regular access to a computer and internet is essential.
2. SECRETARY
The Secretary is responsible for The Association’s administration and formal communications. s/he calls and arranges all meetings, and prepares and circulates agendas and minutes of meetings to members. This person also maintains The Association’s electronic contact databases (members, suppliers, media, etc.), is responsible for dealing with and keeping written records of Embargoed!’s significant external correspondence and finalised documents.
S/he supports the communications activities of The Association’s other officers, so that members, supporters and the wider world are kept aware of the work Embargoed! is doing through media relations, campaign and member communications (dynamic website, bi-monthly Engage, etc.). Specifically, this person is responsible for maintaining relations with The Association’s wider membership, ensuring there is regularly communications between The Association and Executive Council. S/he must feed back to the Executive Council any membership comments, suggestions and complaints, and enable members to become actively involved in The Association’s operations. Finally, s/he submits to the Executive Council such matters as are referred by members or any outside bodies.
Skills
• Experienced methodical and well organised administrator whose work demonstrates a high degree of accuracy.
• Excellent verbal/written English communications skills and ideally also in Turkish.
• Able to keep confidences.
• Experience with taking minutes and/or summarising meeting discussions.
• Good interpersonal and negotiating skills.
• Good use of initiative and common sense that is able to prioritise and manage workload, and turn tasks around quickly.
• Must be London-based.
• Computer literacy (Microsoft Office, internet) and regular access to a computer and internet is essential.
3. TREASURER
The Treasurer is responsible for overseeing the financial and membership affairs of The Association. This person shall be responsible for the proper use, custody and accounting of the funds entrusted by The Association and shall maintain in the name of The Association such bank accounts into which all monies shall be paid. The Treasurer shall also ensure that there are proper arrangements for the collection of all subscriptions paid, and liaise and enter agreements with suppliers on behalf of The Association. This officer shall prepare annually an income and expenditure account and Balance Sheet up to end of August of each year, report them at the Annual General Meeting, and make them available to Auditors to examine.
Skills
• Ideally qualified through experience in similar role or holds relevant professional qualifications, so also able to advise about The Association’s finances.
• Established track record for integrity.
• Able to use databases and spreadsheets for bookkeeping, membership records and reporting accounts.
• Good verbal/written English communications skills and ideally also in Turkish.
• Good interpersonal and negotiating skills.
• Strong organisational and project management skills.
• Must be London-based.
• Computer literacy (Microsoft Office, internet) and regular access to a computer and internet is essential.
4. CAMPAIGNS OFFICER
The Campaigns Officer is responsible for developing and delivering exciting, effective and coherent public actions and demonstrations to raise awareness and win over “hearts and minds” in the campaign for change for North Cyprus.
S/he must manage the campaigns team, coordinating efforts by working closely with the other Embargoed! officers, and motivate others to become actively involved in these actions and ensure all who do engage in Embargoed! campaigns do so with the same spirit that is embodied in The Association’s values.
Skills
• Ideally qualified through experience in similar role or holds relevant professional qualifications.
• Good leadership, management and problem solving skills.
• Ability to plan (including budgeting) and project manage effective campaign and communication activities to further Embargoed!’s aims.
• Excellent verbal/written English communications skills and ideally also in Turkish.
• Good interpersonal and negotiating skills.
• Knowledgeable about the Cyprus Question and current affairs, and the workings of the relevant political systems and advocacy groups, such as United Kingdom Government, European Union, Amnesty International etc.
• A good understanding of web/internet based communications.
• Must be London-based.
• Computer literacy (Microsoft Office, internet) and regular access to a computer and internet is essential.
5. FUNDRAISING OFFICER
The Fundraising Officer is responsible for developing and implementing a campaign of appeals to raise private and public funds for the work conducted by Embargoed!, and managing the work of the Fundraising Team. In partnership with the other Embargoed! officers, particularly the Chairperson and Treasurer, this person will generate an ongoing programme of fundraising activities that enables Embargoed! to tap into public funds (grants, awards and trustee funds), private donations (individuals, corporations, foundations) and public contributions (through appeals and fundraising activities).
Skills
• Qualified through experience in similar position or shows aptitude for role.
• Established track record for integrity.
• Ability to research, plan and devise fundraising strategies.
• Ability to submit application forms for public awards and funds.
• Excellent verbal/written English communications skills and ideally also in Turkish.
• Strong organisational skills.
• Knowledgeable about the Cyprus Question and current affairs and/or eagerness to learn.
• An eye for a fundraising opportunity.
• Good interpersonal and negotiating skills.
• Must be London-based.
• Computer literacy (Microsoft Office, internet) and regular access to a computer and internet is essential.
6. EXTERNAL RELATIONS OFFICER
The Embargoed! External Relations (lobbying) officer has a key role within the Embargoed! campaign, as it is s/he who forges relationships with government based decision-makers and lobbies them to bring about change for North Cyprus. This person must have excellent communication and advocacy skills and a firm grasp of the Cyprus Question to help further The Association’s aims by informing and influencing the appropriate decision makers and other “influencers”.
Working closely with the Chairperson and Campaigns & Communications Officer, this person needs to understand the UK/EU/North Cyprus political landscape and be aware of acceptable lobbying behaviour and political protocol. S/he is responsible for identifying and prioritising relevant individuals and agencies (politicians, public bodies, institutions, and advocacy groups), understanding their “agendas”, and initiating and maintaining positive dialogue using campaigns that would resonate well with these target influencers.
Skills
• Qualified through experience in similar position or shows aptitude for role.
• Ability to plan and deliver effective lobbying strategies and campaigns.
• Knowledgeable about the Cyprus Question and current affairs, and workings of the relevant political systems such as United Kingdom Government and the European Union.
• Ability to extend the reach of Embargoed! by building and maintaining relationships with target influencers and advocacy groups (e.g. Amnesty International).
• Natural networker and tenacious attitude.
• An articulate person with excellent verbal/written communications skills in English and ideally also in Turkish.
• Strong understanding of what constitutes positive and negative propaganda.
• Self-starter with ability to make and maintain contacts to promote Embargoed! interests.
• Must have good common sense and be able to prioritise and manage workload.
• Computer literacy (Microsoft Office, internet) and regular access to a computer and internet is essential.
7. NORTH CYPRUS COMMUNITY LIASION OFFICER
The North Cyprus Community Liaison Officer is responsible for creating contacts and maintaining relations in North Cyprus. S/he promotes the work of The Association and, in conjunction with the other Embargoed! officers, communicates positive, clear messages to ensure The Association is well-received and has strong support among its ethnic homeland.
This person has a vital role in keeping North Cyprus informed of Embargoed!’s work and to enlist the support of its “movers and shakers” to help The Association further its aims. To this end, S/he must be a natural ‘networker’ with an awareness of North Cyprus’ key organisations, both Turkish Cypriot and international, whose support is vital to The Association’s well-being, and to develop and implement an ongoing programme of activities to create and maintain such relations.

• Excellent verbal/written Turkish and English communications skills.
• Knowledgeable about North Cyprus, the Cyprus Question and current affairs.
• Strong organisational and networking skills
• Self-starter with ability to make and maintain contacts to promote Embargoed! interests.
• Must have good common sense and be able to prioritise and manage workload.
• Must be a North Cyprus resident, possess own transportation and be willing to travel around the country.
• Computer literacy (Microsoft Office, internet) and regular access to a computer and internet is essential.
8. UK COMMUNITY LIASION OFFICER
The UK Community Liaison Officer is responsible for creating contacts and maintaining relations within the Turkish Cypriot/Turkish community in the UK, predominately in London. S/he promotes the work of The Association and, in conjunction with the other Embargoed! officers, communicates positive, clear messages to ensure The Association is well-received and has strong support among its ethnic community.
This person has a vital role in keeping the community informed of Embargoed!’s work and to enlist the support of Turkish Cypriot “movers and shakers” to help The Association further its aims. To this end, s/he must be a natural ‘networker’ with an awareness of UK/London-based Turkish Cypriot organisations whose support is vital to The Association’s well-being, and to develop and implement an ongoing programme of activities to create and maintain such relations.

• Must have good common sense and be able to prioritise and manage workload.
• Must be London-based, possess own transportation and be willing to travel around the capital city and occasionally the UK.
• Computer literacy (Microsoft Office, internet) and regular access to a computer and internet is essential.
